Nick Kotlarz

Nick started at a young age with WSDOT bouncing back and forth with surveying and design work mostly in the survey world. Nick has been responsible for much of the UAV, and autonomous mapping program within the survey office. Beginning as an intern years ago, he has worked his way up to Party Lead. In his personal life, Nick enjoys spending time with his family, and enjoying the outdoors.

Landon Heether

After working the summer as a WSDOT road inspector, Landon transitioned over to the South-Central Region Survey team. Landon is new to this field and eager to learn as much as he can while building his survey career. He loves getting out of the office rain or shine as much as creating right of way alignments in CAD. In his personal time, Landon likes to go backcountry hunting, fishing, and work on classic trucks.

Carson Young

You may recognize Carson? Shortly after completing his associate degree from YVC, he began an exciting new career with WSDOT. Joining in January 2018 he started as a member of the Tri-Region bridge crew. He spent the next five years performing various bridge maintenance duties, inspections, and repairs. Seeking to expand his professional experience Carson then joined the survey team. He is eager to apply his skillset to the engineering field.

Matt Van Epps

Matt started his career in surveying working for Jacobs Engineering as a Transportation Technician 1 for WSDOT. He then attended YVC and acquired the Civil Engineering Technologies and Land Survey & Design associate degrees. After more time with the WSDOT via Jacobs, he moved to Iowa in spring 2021 to explore inspection and design as well as survey. In fall of 2024, he returned back as a Transportation Technician 3.

Isaiah Dykstra

Isaiah Dykstra, recently joined the South Central Survey team to grow and learn about the Surveying field with the intention of improving as he moves forward growing his career. He enjoys spending his time outside doing activities such as Hiking and Biking, and if at all possible get out to do some snowboarding during the winter. He also enjoy spending time indoors reading books or just being able to relax for a while.

Ryan Sternfeld

Upon completing his degree at the University of Oregon, Ryan embarked on a career in land surveying, a field he grew passionate about over the past seven years. Currently, he is furthering his education and professional development by pursuing a degree in Surveying and Geomatic Engineering Technology at Idaho State University, illustrating his commitment to excellence in his field. His ultimate goal is to obtain his professional land surveying license.

Rich Yocom

While recovering from an injury from his previous employment, Richie was given the opportunity to get his Civil Engineering degree from YVC. Since then, Richie has excelled at WSDOT in the Survey field and enjoys working on fish passage projects around Washington State. He enjoys training up new surveyors which in turn, helps him be a better surveyor and individual.

James combines years of experience as a Backcountry Wilderness Ranger, Firefighter, Law Enforcement Ranger, Park Ranger, US Army Veteran Medic, bringing a loaded skillset to the surveying field. He loves the technical and pysical aspects of the survey field, since it is such an expanding field. His biggest accomplishment is being a good father, role model to his children, and husband.

Before surveying, he worked in construction at WSDOT for nearly a decade. He strives to consistently complete jobs accurately, ensuring the best for the clients. Kevin Carlascio

Kevin’s greatest professional enrichment comes from teaching and mentoring others. Since 2005 Kevin has immersed himself in the land surveying community. At WSDOT oversees the Survey for the State Fish Passage Program. Yakima Valley College Survey & Engineer adjunct instructor, Land Survey Association of Washington Education Foundation chair, and local chapter Treasurer.
